This Independent Local Authority business unit is effectively the Laboratory of the Four Metropolitan Councils of South Yorkshire.   It has evolved from the traditional provision of a Municipal highways materials testing facility into a diverse Organisation which undertakes commissions across the North and Midlands.  The business unit operates on a firm commercial basis.

The Central Testing Laboratory is based on Station Road at Ecclesfield, which is on the North Side of Sheffield.  This comprises of the following sub units

• Concrete Laboratory
• Material Sampling and Aggregate Laboratory
• Asphalt Laboratory
• Materials Investigation and Geotechnical Laboratory
• Chemistry Laboratory
• Asbestos Sampling and Testing Laboratory
• Quality Assurance Laboratory
• Environmental Laboratory

Over the last decade, the Laboratory has operated in excess of 20 site laboratories on large construction projects and in 2001, obtained its first overseas contract in the project management of the asbestos removal for the  demolition of the Dhekelia "A" Power Station in Cyprus.

Since 1989, the laboratory has held UKAS accreditation for most of its materials and asbestos sampling and testing work, including provision of Site Laboratories and testing.  This third party accreditation Quality Management System underpins the work of the Laboratory to provide Clients with the assurance that all work is carried out correctly and to the latest legislation.

The current workload is diverse and includes:-

• Control and testing of materials being delivered to the Four Councils of South Yorkshire on Annual Tender.
• Provision of Site Laboratories on larger schemes both for Client and Contractor.
• Testing on materials from concept of new works through the construction stages to compliance testing on the finished schemes.
• Testing on existing materials to ensure continued compliance with current legislation.
• Materials & Specification Advice Service.
• Asbestos advice and full survey service including analytical testing.
• Asbestos Awareness Courses run for Local Councils and external clients.
• Asbestos Section is licensed by the Health & Safety Executive for Asbestos related project management contracts.
• Inspection undertaken on existing sites and independent reports produced.
• Highway Assessment Work co-ordinated for the Four Councils of South Yorkshire.
• Durability testing work on existing bridges on the Highway Agency Roads.
